Thanks for the information.

One of the reasons I asked is that the current require_relative.rb file 
looks temporary since there is no documentation and since the function 
is just defined globally rather than as part of Kernel.

I'd do think the functionality belongs in core. I'm not sure about the 
verbose name, however.
