I've tried many - RubyForge, SourceForge, Savannah, Google's thingy, RT,
Jira, Lighthouse, Trac. I haven't tried Open Collab, though.

Redmine is better than any of the ones I've tried. And, beyond being
"politically correct", using a tool written in Ruby means users can
easily submit patches to the tool itself.
