Subject: CI notifications (again) for good of RubySpec

I know CI topic is a sea sailed for ruby-core but anyway. Spec suite
Rubinius uses exploited a number of problems with 1.8.6 p114, like
Range#step behavior change or not updated call sites in REXML.

There was a discussion on #rubinius on whether Ruby core folks would
respect automated notifications of ruby-core about specs passing on
Rubinius and JRuby but failing on MRI (for instance).

Matz, do you think it would be a good idea? This seems to me a kind of
joining forces on ruby specs which has value separate from Rubinius
for every Ruby implementation out there.
