Subject: Are Depreciated Methods "add_final" & "remove_final" supposed to ACTUALLY WORK?

In  Working on IRHG Docs for GC the following
was noticed!

   add_final and remove_final  DO NOT WORK

   Is this correct?

    If they are supposed to be non-functional a lot
of their code is still in place.

    Options:  1) Fix so they work
                    2) Remove all associated code
                    3) Leave alone

  Opions?
