I don't think I have changed my mind.  1.9 will not support non ASCII
compatible (i.e. byte sequence compatibility) encoding for its
scripts, thus there's no literals in those encodings.  But it is still
possible to have UTF-16 encoding under 1.9 framework.  Regexp engine
(Oniguruma) also support UTF-16.  Without string literals, UTF-16 will
be second class citizen in Ruby M17N.
