Also, the more I think about this, I realize the lack of a simple 
version check or include will also be a nightmare for SWIG, which also 
cannot rely on any kind of have_func or anything of that sort.

Checking for the correct version in swig is needed to support utf8 
properly and to handle enumerators like in 1.9.

I honestly don't know how am I going to add support for that without a 
single define that tells me the version number.
