Subject: IDBG Tool Suite -- Added instructions for adding Ruby Methods.

The "idbg_tool_suite" was designed to help add/remove debug code
to the Ruby Interpreter specifically and 'C' programs in general.

Fixed bug with mute_enable() and mute_disable() functions - The
were inverted.

Added to documentation and documented how to add mute_enable
and mute_disable Methods to the Ruby Interpreter.
