I tested this with my ruby 1.8.0 (release) compilation  and

> ftp://ftp.ruby-lang.org/pub/ruby/binaries/mswin32/ruby-1.8.0-i386-mswin32.zip
> ruby 1.8.0 (2003-08-04) [i386-mswin32]

on Windows 2003 - no problem.
