I created a list of bundled library maintainer [ruby-core:12535] and I
realized we have few non-Japanese maintainer.  Though it's my individual
thought but there should be more.

Oh, you should take over a CSV namespace (not csv.rb) maintainer from
me.  I'll create a time to discuss about it soon.  I'm very sorry for
keeping you waiting long.
