I think the goal is to make Kernel#require do what you mean when your require 'somefile', whether it is in stdlib, sitelib, a gem, -I or RUBYLIB. If you have to call a different method, it isn't doing what you mean. Compared to previous RubyGems, I don't feel there is a huge performance hit.
