Thanks for the comments.

Without ruby even if I rerun autoconf and ./configure it was still complaining.

So I installed ruby:

sudo aptitude install ruby
autoconf
./configure

BTW the output of make related to the missing ruby is here:

=======
rm -f ruby
ruby ./tool/insns2vm.rb --srcdir="."
=======

now make went well and I got:

$ ./ruby --version
ruby 1.9.0 (2007-08-16 patchlevel 0) [i686-linux]


I went on and typed

$ make test
