+1 to merge into core.  Making an extension is generally preferred, but
in this case doing so should make a lot of copy-and-paste from file.c,
which makes that extension hard to track the trunk.

I've heard that early racc development was actually a battle with
sucking around the original.  Copy-and-paste is a single source of
eveilness anyway.  And I think the code is worth merging into core.
