It sounds good to provide 'rather official' repository at
www.ruby-lang.org or gems.ruby-lang.org (I prefer the
latter), but we need a way to upload such a gem to
www.ruby-lang.org.  What do you think?

Should only committers be able to upload a gem to
www.ruby-lang.org?
