YAML is just used for the gem index and could be dropped in favor of  
marshal to allow YAML to be externalized from the standard library.

Webrick is only used for gem_server and not critical (maybe rubygems  
could get split up into a core functionality package included in ruby  
1.9 and a rubygems_extras gem distro?).
