I���d like to propose adding John Hawthorn (@jhawthorn) as a committer. I saw he has done a lot of contributions to YJIT as well as many performance improvements on the interpreter. To name a few from [his pull requests](https://github.com/ruby/ruby/pulls?q=author%3Ajhawthorn),

* [Finding a way to make the interpreter 1.09x faster (and YJIT 1.16x faster) on railsbench](https://github.com/ruby/ruby/pull/5146)
* [Porting ko1's new Struct accessors to YJIT](https://github.com/ruby/ruby/pull/5161)
* [Adding inline cache for `super` calls](https://github.com/ruby/ruby/pull/2869)
* [Speeding up `GC.compact`](https://github.com/ruby/ruby/pull/2688)

Combined with YJIT changes, he already pushed changes more than many other committers. It would be helpful for us to see him making more improvements easily by the commit access.
