Another option was to include it in the ruby-debug package, but as I
thought it would be nice to have it along with other elisp files, I
added it to the ruby distribution.

In near future, the misc directory will be separated from the ruby
module so we don't have to maintain elisp files in every branch when
they are unlikely to be dependent on the version of ruby used with.
They will still be included in the ruby distribution, though.
